Project Description

Tessera has built a web-based risk management tool – Risk ToT – for GovernSyS, which automates critical processes, reduces the time required for analysis and report generation, and provides documented, comparable risk assessments by period, department, and organization.

The challenge

The organizations and entities that need to assess risks on regular basis often face:

  • fragmented risk recording
  • lack of standardized assessment methodology
  • time-consuming manual processes (questionnaires, reports)
  • difficulty comparing results across periods, departments, and risks

Project objective

The development of a unified, configurable web tool that:

  • organizes the risk management process per organization
  • turns risk assessment into a structured workflow with measurable results
  • automatically generates reports and statistics
  • supports continuous monitoring and historical tracking

The solution: Risk ToT

Risk ToT operates as a central platform where each organization can configure its own structure and assessment methodology. The application supports a complete assessment cycle per period (e.g., per quarter) and provides immediate results and reports.

Key features

For each organization (e.g., a municipality, hospital, private company, etc.), the system administrator:

  • Defines the organization’s departments/directorates.
  • Configures a risk register tailored to the organization’s operations.
  • Creates assessment questionnaires for each department of the organization on a quarterly basis.

Users in the organization’s departments answer specific closed-ended questions, and based on their responses the application calculates risk materiality indices.

Upon completion of the questionnaires, the administrator automatically receives from the application:

  • Reports and statements: The application automatically generates quarterly and annual reports per period, with the ability for the administrator to add comments, maintain a history of previous reports, and export them in PDF format.
  • Statistics and dynamic charts: The software presents comparative results across periods, departments, and risks.

Roles and access levels

To ensure optimal operation of the Risk ToT application, distinct access levels have been defined:

  • Admin: Has full access and oversight of the software; defines the organizations and their departments; configures the risk register and question sets; and can view both current and previous, already completed, questionnaires.
  • Client: Sees the overall picture of their organization (all departments), monitors the progress of questionnaire completion, and has access to reports and comparative results.
  • Subclient: Completes the questionnaire assigned to them for each period and views results and reports that relate exclusively to their own department.
